Windows server 2019 standard for Virtual servers

I have two physical servers; each server has 2 processor and 14 cores per processor. These servers installed with EXSi as the hypervisor. I am planning to create virtual server on both hosts and will allocate 4 virtual cores per server. If I purchase windows server 2019 standard edition with 32 core licenses, how many VM can i install with windows server 2019 in each host?

    Can i use windows server 2019 datacenter 16 cores license, to install it onto two virtual machines with 4 cores each, on the host that have 28 cores?

    No, you couldn't. The host must be licensed for all cores regardless of the hypervisor used.

    Some general info (regardless of the host hypervisor being used)

    • Each host needs to be licensed.
    • A minimum of 8 core licenses is required for each physical processor and a minimum of 16 core licenses is required for each server.
    • Core licenses are sold in packs of two.
    • Standard Edition provides rights for up to 2 Operating System Environments or Windows Servers containers with Hyper-V isolation when all physical cores in the server are licensed. For each additional 1 or 2 VMs, all the physical cores in the server must be licensed again.
    • DataCenter Edition provides rights for unlimited Operating System Environments or Windows Servers containers with Hyper-V isolation when all physical cores in the server are licensed.
