Unable to Login to Azure DevOps Portal

I am writing to seek assistance with accessing the Azure DevOps (ADO) portal. Unfortunately, One of my team members is currently unable to log in to her account, and We have exhausted the available troubleshooting steps on my end.

She uninstalled the Microsoft Authenticator app from her device, which she previously used for two-factor authentication (2FA) during the login process. As a result, She is unable to complete the 2FA step and gain access to the ADO portal.

She has attempted to use alternative verification methods, such as receiving a verification code via email or SMS, but these options do not appear during the login process. We are therefore unable to proceed further and access her ADO account.

If there are any alternative methods or steps that we can take to regain access to her ADO account, please provide detailed instructions.

Is the setting from the Security Defaults ? or it is a Conditonal Access ?

Have you access on the Azure AD Portal as a Global Admin?

IF yes

1. Sign in to the Azure portal.
2. On the left, select Azure Active Directory > Users > All Users
3. Choose the user you wish to perform an action on and select Authentication Methods.
4. Click Require re-register MFA and save.
5. 

Let the use try to go to https://mysignins.microsoft.com

Is it possible to login ?
