How to fix Microsoft.Net.4.8.FullRedist.Resources,version=4.8.4380.7,language=ru-RU ?

Several weeks ago I got a problem with launching big amount of programms, they didn't even want to start. This problem repeated with any of programs that use c++ libraries. I tried to install Visual Studio because I had read in Micrsoft Support that it could help. But, this error has appeared, and I don't know, what to do. I have already tried to install .NET Framework libraries, but another error appeared saying "no more files left". Please, help

    Welcome to Microsoft Q&A! 

    Which version of Visual Studio are you using? Do you mean that the error appears during installing Visual Studio? 

    Please check for your Windows Update and install all available updates.

    Then, reboot your computer and cleanly uninstall your Visual Studio. 

    After that, re-download the VS from the page and run it as administrator. 

    If it persists, you can share us the relevant installation logs to investigate it further.
