Can't upgrade Windows Server 2022 Standard Evaluation version to full Standard version

We bought the W2022 Server Standard software and want to use the license key. First run the
"Dism /online /Set-Edition:ServerStandard /ProductKey:xxxx-xxxx-xxxxx-xxxxx-xxxxx /AcceptEula"
It finished without any problem:
After the restart, Windows says "Adding features... 85% complete", then "We couln't complete the updates. Undoing changes"... And it's still W2022 Server Standard Evaluation.
Server Roles installed: nothing It has only an Oracle Database software. Windows Update up-to-date.
In the Event log I found:
Update Windows license and product key tokens failed with 0x80070002.
With Event ID: 8211
Before:
Installation of the Proof of Purchase failed. 0x80070002

Yes, I tried many times with different license keys, no luck. Also with the GVLK key (VDYBN-27WPP-V4HQT-9VMD4-VMK7H).

2023-10-17T16:27:42.6466667+00:00 Only clean reinstall may solve this. After installed W2022 Server eval version, first step to change edition to standard with the DISM command I wrote at above. :(((
