I would like to confirm with you if the issue tracker you mentioned is an issue tracking app in SharePoint or a Power Apps.
If it is an issue tracking app, then I would like to advise you to create a default view:
1, Go to List Settings->View->Create View.
2, Set this view as a default view.
3, Add a filter: Created by is equal to [me].
Here is the result of my test: jinwei can't see the issue which is created by Karley.
