Issue with MFA after migration

We have Migrated to a new Authentication methods policy for Azure AD. For migration, as mentioned we have disabled

the legacy MFA policy and SSPR. new authentication policy which will be authenticated through Email and Authenticator app.

Some users are frequently getting the, More Information Required Prompt and then it goes to a successful page of authentication, which again loops back to the password Page.

Please help me with the migration process, also still wondering if it might be due to the Email (not registered) for all users.

Assist me in the steps to do rectify it
