Fix an msc display error

I have a 2016 server that suddenly opens any of .MSC apps in a web page and they are blank. How do I get this back to be opened with mcc? This is the page it opens when I try to run gpedit.msc: res://C:%5CWindows%5Csystem32%5Cmmcndmgr.dll/views.htm Here is services from the control panel, administrative tools: res://C:%5CWindows%5Csystem32%5Cmmcndmgr.dll/views.htm

How did this happen and how do I fix it?

    1.. Run below DISM commands from elevated prompt.

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    1. Run sfc /scannow from elevated prompt.
    2. Go to settings -> Default Apps -> Click on Reset to Microsoft recommended defaults
