Installed windows development enviroment and the latest azure devops server still failing to trigger the data migration tool.

2023-06-07T17:04:49.6533333+00:00 We are migrating from Azure DevOps Server to Services using the Data Migration Tool 2022 and 2020.1.2 provided by Microsoft, which supports on-premise Azure DevOps Server 2022 and 2020.1.2.
Although everything is set up correctly, I am encountering errors when trying to validate the migration tool using CMD prompt.
I have installed the Windows 11 development environment and the latest Azure DevOps Server, but the data migration tool is still failing to trigger.
The versions are documented in the screenshot, but there is no exact version available for download from Microsoft.
