I need detailed code, jdbc driver installation and configuration on how to connect community databricks notebook (using python language) to SQLEXPRESS server

I use windows 10 Pro PC. Struggled with installing and configuring jdbc driver on the PC. I could not connect my notebook to on-premise SQLExpress server. Got an Error "No suitable driver". I added port 1433 to windows firewallerror message.pdf.
