We have a dedicated IP address from Azure 4.234.199.91.
During the last 3 weeks this IP address was blacklisted by spamhaus 3 times.

After contacting their support, they mentioned the following:
Thank you for contacting Spamhaus CSS Removals,
The issue in this case is the neighbourhood and the real solution is for
the provider to make behaviour like "get a new IP every five minutes"
really difficult.
In the same /24 there are a significant number of spamming IPs and this
has a detrimental effect on any other IPs in the same sub-net.
While this IP is being removed, we cannot rule out a repeat due to this
egregious behaviour. You may wish to ask your cloud provider how they
plan to combat this persistent abuse of resources.
Is there a way Microsoft deals with this? Any recommendations are welcome.
