Hi,
In new outlook user interface, I'm not sure on where can I find to create teams meeting from and for a email thread.
This feature not yet available. The "new" Outlook is very much a work in progress and a great many features are not there yet. These articles are updated as features are added:

Based on my test, we can first click New Event and then turn on the Teams meeting button to create a Teams meeting in New Outlook for Windows:

Thanks. I'm using this feature already but I cannot reply with meeting (This option helps me to maintain items in one subject). I hope this feature will be added soon.
