Azure AD Free ServiceNow for automatic user provisioning

We have Azure AD Free licenses, configured service now application and automatic user provisioning.
We have selected Provisioning setting SCOPE as 'Sync all users and group' but sync is not working.
We have 17k users but no user synched to service-now .

It should work with all versions of Azure:

We have configured SAAS application (service-now) and configured provisioning.
In provisioning we configured scope as 'all users and groups' but provisioning is not working. No users are provisioned to SaaS application.
But if we select scope as 'Assigned users and groups' is working.

Scope is configured to 'all users and groups' - existing users are not provisioned.
If any new user created or modified in Azure AD is provisioning and we see it in logs.

If you restart provisioning , what happens? There should be some errors at some point if accounts are being sycned
