I also encountered this problem and fixed by "Manage deleted resources" in "Azure AI services | Azure OpenAI". Just purge the previously deleted models before creating a new one.

- I received an email saying that the onboarding of the azure openai service was completed.
- To test the azure openai service, a resource group was created in the subscription account and openai resources were created.
- It was not distributed, so I deleted all of them.
- I am trying to create an openai resource again, but I get a validation error.
