Cannot share a folder with link from a Sharepoint document library

Hi

I have a Sharepoint document library where I should create a sharing link to folder. For some reason I cannot do this for users outside the tenant. I get the following error.

Usually sharing starts to work when the following settings are permissive enough. But not this time. Any thoughts on this? This is an enterprise wiki site on Sharepoint.

1.You should set external sharing in the site level.

Go to SharePoint admin center -> Active sites -> Select the site collection -> Sharing -> Set Anyone.

2.Go to the site collection -> site settings -> site collection features -> Deactivate Limited-access user permission lockdown mode feature.
