I want to change expressroute service provider if I setup a new ER can I retain the current VLAN/IP and Azure on-ramp as is?

If so,

  1. Do I create a new Azure circuit?
  2. Is there another Azure circuit revalidation process?

Welcome to the Microsoft Q&A Platform. Thank you for reaching out & I hope you are doing well.

Currently, if you wish to change the Internet Service Provider, you will be required to create a new Circuit and link the VNets to this Circuit.

While you can reconfigure the setup using the same subnet IPs, I don't think the VLAN ID will be the same.
