why does rebooting template in azure lab services revert back to original settings

i am attempting to customize a template within Azure Lab Services using a standard image provided from the marketplace.

i am using Windows server 2022 and i have enabled windows features such as AD, ADFS, DNS, DHCP. after enabling these services, a reboot is required to be able to use the new services. i reboot the VM, after i check within my admin console in Azure Labs under Templates, the VM shows as shutddown. im not understanding why me rebooting causes the VM to competely shutdown. therefore i can not use the new features that i have enabled.

    Why is my VM shutting down in Azure Lab Services after I add Windows features?

    A restart will cause your VM to become Stopped, however you should be able to use "Start template" to start your VM again. In the example below I've created a Windows Server 2022 template using a standard marketplace image and added ADFS. I rebooted the VM which left it in the Stopped state. I then started the template and was able to connect without issue.

    If you are experiencing something different, it's possible that something went wrong when additional Windows features were added and that will require some troubleshooting.

    Click on "Start template" to start the VM again:
