Hi,
Do you run this command in an elevated PowerShell prompt? If yes, create a new virtual switch and see if the network adapter can connect to it. Check for errors in the Hyper-V-VmSwitch log under Applications and Services Logs\Microsoft\Windows in Event Viewer.
