Using a technique other than a Raspberry Pi to install an application with Windows 10 IoT core?

Hello everyone,

I'm on an IoT project where I need to use Windows 10 IoT core and I need to follow the steps as in the following video: https://youtu.be/JPRUbGIyODY

The problem is that I don't have the right version of Raspberry Pi Board for this to work. I've looked at ordering new boards like raspberry Pi or dragonBoard but everything is out of stock. I'm wondering if there are any other alternatives, such as tablets, or if I can do the same process directly without a board. Or maybe there's no other solution and I have to wait for the stock to be replenished...?
