Hello, may I know whether your issue has been solved or not? Have you tried to run the vsta_hostingcore_amd64.msi as administrator?

C:\ProgramData\Package Cache\{9D6CE289-E12C-38BB-9999-E2377EC118B7}v16.0.28801\packages\vsta_hostingcore_amd64\vsta_hostingcore_amd64.msi

If you have no sufficient permission to install it, please contact your admin.

it doesnt appear there again after i deleted it

Please backup and delete the following folder from your package cache:

C:\ProgramData\Package Cache\(9D6CE289-E12C-38BB-9999-E2377EC 118B71)v 16.0.28807\packages\vsta_hostingcore-amd64

Then, retry the SSMS installation.

Please check that you have full permissions to the location:

C:\ProgramData\Package Cache{9D6CE289-E12C-38BB-9999-E2377EC118B7}v16.0.28801\packages\vsta_hostingcore_amd64\vsta_hostingcore_amd64.msi

You can try to manually run the vsta_hostingcore_amd64.msi to install it.
