If you want to allow Microsoft Teams access for users who don't have internet access, while still maintaining control over internet access through Group Policy settings, you can consider the following approach:
Identify the users who require access to Microsoft Teams without internet access. This could include users on a restricted network or those who work in an offline environment.
Create a separate network or network segment that is isolated from the internet. This can be achieved by setting up a separate LAN or VLAN specifically for these users.
Configure the Group Policy settings to block internet access for this network or network segment. This can be done by creating a new Group Policy Object (GPO) and applying it to the appropriate Organizational Unit (OU) or container in Active Directory.
Install and configure a local Microsoft Teams server or a hybrid deployment (combination of cloud and on-premises) within the isolated network. This will allow users to access Microsoft Teams and collaborate internally without internet connectivity.
Ensure that the local Microsoft Teams server is properly connected and synchronized with the external cloud infrastructure, if necessary. This will allow users to collaborate with external parties once they have internet access.
Train the users on how to connect to the local Microsoft Teams server and use the application in the offline environment. Provide them with the necessary login credentials and instructions.
