How to fix Access to Enterprise Application: BNC 1686641088

Hi have an enterprise application where access is granted by Azure-AD. Some users after the initial login, are asked to add an additional method (e.g. phone number for additional security). The phone is correctly verified but the user cannot login because Azure provide an error claiming that the procedure could not be completed (as included image).

    @giuseppe bottani Thank you for reaching out to us, from the issue description seems like there is a conditional access policy configured from defender for cloud apps - https://learn.microsoft.com/en-us/defender-cloud-apps/proxy-intro-aad based on several risk factors, one can block the access.

    Would request you to start the investigation from the defender for cloud apps configuration, which would help to isolate the issue.
