visual studio not seeing internet???

node.js npm isnt working, i just keep getting etimedout and the new npm packages window doesnt load anything. when im in the powershell and ping 8.8.8.8 it works but when i ping google.com it just says request timed out. i tried reinstalling and it didnt work. im also not behind a proxy. it works just fine on my laptop just not my desktop
