Email alert for high CPU and RAM reach a threshold using performance monitor, or any other internal windows tools?

Hi,

I was wondering if it's possible to use Perf Mon to alert via email if CPU or Memory has reached a pre-determined threshold?

I'm not familiar with it so if it's possible I would need a step-by-step breakdown of how to do this.
