As per my understanding, it may not be possible to convert the JSON output generated by Azure Form Recognizer back to a PDF file. Because the JSON output generated by Azure Form Recognizer only contains the extracted data and its corresponding coordinates in the original document, and I don't think it is possible to directly convert it back to a PDF file. By referring the data maybe, we can create a PDF.
My suggestion would be, if you wish to modify the values in the PDF document, you can directly use a PDF editor tool. Once you have made the necessary changes, you can then use Azure Form Recognizer to analyze the updated PDF document.
There should be various tools and libraries available that may help you create PDF files based on your use case.
