Windows 10 infinite bootloop no access to safe mode

Nothing I do works I Cant access safe mode . But I do have restore points and a copy of Windows 10 setup on a USB disk

    What recent problems was the computer having?

    When was the last time that the drive was tested?

    Please perform the following steps:

    1)Boot to the Windows 10 Media Creation Tool (MCT) Windows 10 iso

    .

    2)Open Windows Recovery Environment (RE) > troublelshooting > perform system restore starting with the oldest restore point > repeat as necessary up to the most recent restore point

    3)If system restore fails to fix the problem(s) then perform a custom install

    (A custom install installs a fresh version of Windows 10 and save files to Windows.old)

    (Drivers and applications need to be reinstalled)

    (Important files are restored from Windows.old)
