Can't solve the "verify that you have sufficient privileges to start system services" error for Windows Server 2012R2

I am trying to install a Software named PlantEngineer, which is a MS Visio Add on, but so far, I didn't succeed, because I always encounter the error message mentioned in the title.

I already tried multiple things:

  • Executing as administrator (installation itself, the explorer)
  • Restarting the Windows installer
  • Re-registering (MSIEXEC /UNREGISTER and MSIEXEC /REGSERVER)
  • Computer Configuration > Windows Settings > Security Settings > Local Policies > User Right Assignment (Administrator is listed)
  • Changing the startup type of the Windows installer in the services section from manual to automatic

Some more information:

  • The system has only one account and that is administrator
  • I am working with Remote Desktop Connection, since the server is in the basement and the port to connect a monitor seems to be broken.
