problem with arp protocol and ip address 169.254.169.254. I don't understand

Good morningI have a little problem:Here, I work in a high school whose network I manage. This high school is divided into 10 parts (9 dispatchers 1 general dispatcher)On one of the splitters, I see that machines are making broadcasts. These machines therefore ask for the MAC address which corresponds to the machine with address 169.254.169.254.The consequence is that there are plenty of broadcasts to a machine that does not exist. I don't know where the problem comes from.Windows version is win 10 22h2.THANKS.Frederic

    A Windows-based computer that is configured to use DHCP can automatically assign itself an Internet Protocol (IP) address if a DHCP server is not available. For example, this could occur on a network without a DHCP server, or on a network if a DHCP server is temporarily down for maintenance.

    The Internet Assigned Numbers Authority (IANA) has reserved 169.254.0.0-169.254.255.255 for Automatic Private IP Addressing. As a result, APIPA provides an address that is guaranteed not to conflict with routable addresses.

    To further resolve this issue, please kindly check:

    1. If the DHCP Server is available and configured well.
    2. If the Windows client and get DHCP IP correctly.
