We are having SCOM 2012 SP1 in our environment what I know is SCOM 2012 R2 indirect upgrade is possible from 2012R2-> 2016->2019
is it applicable for SCOM 2012 SP1 as well?
You will first need to in-place upgrade from SCOM 2012 SP1 to SCOM 2012 R2, after that you can in-place upgrade to SCOM 2016, and finally to SCOM 2019, however it will not be that easy. SCOM 2012 versions support different Windows Server operating system and SQL Server versions, you will need to ensure that you always run a supported Windows Server operating system and SQL Server version.
In your case, it might be easiest considering a side-by-side migration, in other words, install a new Windows Server 2016/2019 (preferably the newest) on the side, then install SCOM 2019 there, then migrate your agents, overrides & management packs.
