I upgraded to windows 11 when I was unsure if I should because it specifically said it would be free and I sell windows 11 laptops at bestbuy so I figured it was for the best. Now it's trying to charge me. What is going on?

I sell multiple 10s of thousands of dollars of laptops a week at Best Buy telling them 11 is good. I was told that the upgrade was free. A solid multiple weeks passed and paying for 11 was never brought up. If it cost money to go up to 11 then put me back on 10 as there are multiple issues I've brought up with our Microsoft rep. I keep a record of everything that happens on my PC so if you need it, as I run it in a recorded VM, I can show me saying no multiple times. Either you upgrade me to 11 or you let me go back down to 10 but either way, I'm not paying. I only tried it as the upgrade very specifically said it was free and I thought it'd be better to be knowledgeable on 11. I also expect this conversation to be sorted out before I'm charged.
