Teams search cannot find some user in specific Domain

Hello Teams Community,

Please help me on this issue.

Users inside our organizations cannot search for specific External Teams Users. We already add domain to external allow list.

We got the below error for 2 users

"We can't set up the conversation because your organizations are not set up to talk to each other"
But 1 user with the same domain can find external account
