I CANNOT ACCESS SETTING MENU and MY APPLICATION KEEPS CRASHING

my settings icon keeps showing like this with a gray bar under it. When I click it it pops up a window and IMMEDIATELY closes.

Also, I keep getting crashes on applications. I looked at the event viewer which shows:

And so on. Just a bunch of DLL faultings. I have just completely reinstalled the whole system and even wipe everything out of the system. My pc still gets a blue screen such as series thread exception not handled and mode exception not handled and so on when starting the computer.

    Here are some possible reasons why this is happening:

    1. Too many programs are running.

    -close other programs when playing.

    1. Your GPU/CPU is overheating.

    -monitor your device normal temperature and GPU usage.

    1. Lack of virtual memory.

    -add more RAM

    1. The game has possibly have some corrupted files.

    -reinstall the game

    1. 3rd party anti-virus preventing the program to run properly.

    -temporarily disable your anti-virus or switch to Windows Defender.
