Update on 7/3/23:
According to the lasted update of the official link, the fix has been deployed in stages:
STATUS: FIXED
The Outlook Team has started deploying a fix from the service. There is no client update needed. The fix will deploy in stages starting 6/28/23 and complete deployment on 7/3/23.

This is a known issue already under investigation. Currently, the workaround is to revert to a build prior to Version 2304 (Build 16327.20214).
- Open a Command Prompt (Run as Administrator).
- Type/paste the following commands and press Enter after each:
cd %programfiles%\Common Files\Microsoft Shared\ClickToRun
officec2rclient.exe /update user updatetoversion=16.0.16227.20280
- In the backstage, disable Updates (File > Office Account > Update Options > Disable Updates).
- Set a reminder on your calendar for August 9, 2023, to remember to re-enable updates. Check this article if the issue is fixed and if so, re-enable updates.
