The framework you mentioned is no longer supported. The currently supported .NET Framework versions are shown in the figure below.
My suggestion is that you can use the latest .NET Framework version.Then follow the tutorials of the ASP.NET to learn.
If you have an existing project, you can check the documentation: Migrate to .NET Framework 4.8, 4.7, and 4.6.2.

When creating a project, you can choose which version of the framework you want.
