How to change DEFAULT MFA login option via Azure

I am looking to change a staff members default MFA login option. I know how to configure new options but azure seems to be missing the option to set the default one. The default option should be the call a phone number option, but it always defaulting to texting.

You probably have the Preferred Strength MFA feature enabled in your tenant.

Once enabled, users can no longer set a default auth method:
