Why was I billed for services not access?

I was billed 70$ for a vpn that nothing connected to. No VM's, I was not able to connect to it with my phone. Two days later I looked at it to see what was wrong and noticed I was being billed for an unusable service. I canceled my subscription and am afraid to use the service for being billed for services that did not work. Also the help system is awful. How do I get in touch with a real person to figure what I was billed for in two days?

    Hi, Valerie

    The Gateway is billed per hour, whether it's connected to anything or not, as it consumes underlying compute resources.

    You can raise a Support Case, and specify Billing in the Azure Portal. Billing and subscription management support is available to all Azure customers.

    If I understand correctly you are facing issue while creating a Billing support ticket, where you are getting redirected to Q&A forum instead.

    You can follow the steps mentioned below to create a

    • Select Billing as issue type and select the subscription where the Azure VPN resource was (refer to image below for additional details) Click Next.

    • On the Recommended Solution issue I think this is where you faced the issue above. Ignore the recommended solutions here and click on "Return to the support request" and Click Next.

    • Provide additional details and then Review and Create.

    You must have the appropriate access to a subscription before you can create a support request for it. This means you must have the Owner, Contributor, or Support Request Contributor role, or a custom role with Microsoft.Support/*, at the subscription level.
