If I understand correctly you are facing issue while creating a Billing support ticket, where you are getting redirected to Q&A forum instead.
You can follow the steps mentioned below to create a
- Select Billing as issue type and select the subscription where the Azure VPN resource was (refer to image below for additional details) Click Next.
- On the Recommended Solution issue I think this is where you faced the issue above. Ignore the recommended solutions here and click on "Return to the support request" and Click Next.
- Provide additional details and then Review and Create.
You must have the appropriate access to a subscription before you can create a support request for it. This means you must have the Owner, Contributor, or Support Request Contributor role, or a custom role with Microsoft.Support/*, at the subscription level.
