Please try the steps form the article below to fix the issue.
- Open File Explorer.
- Browse to c:\Program Files.
- Right click and select properties.
- Select the Security tab.
- Select the Advanced button.
- Select the Change permissions button.
- Select the Add button.
- Select the Select a principal link.
- Select the locations button and select the local computer.
- Add the All Applications Packages group name and select ok.
- Make sure that Type = allow and Applies to = This folder, subfolder, and files.
- Check Read & Execute, List folder contents, and Read.
- Check the Replace all child object permissions with inheritable permission entries from this object checkbox.
- Select Apply and OK.
- Repeat for c:\Windows.
- Repeat for c:\Users but grant the All Application Packages group Full Control.
- Select Apply and OK.
