2.You could set unique permission for the document libray. Go to Library settings -> Permissions for this document library -> Stop inheriting permissions -> Grant permissions or Remove user permissions.
3.Even if the user has SharePoint admin role, he needs to be the administrator of all site collections to check site collection permissions reports.
