Per Microsoft, the Azure AD pricing is charged per user:

Does the user count include both Guests and Members? Or solely Members?

Thank you for the information. Our organization has far fewer than 50k guests. If I understand correctly, does that mean the $6/user/month charge won't apply to the guests in our AD?

To pose a more concrete question. If our AD has 1k members and 1k guests and we switch to AD P1, what will we be billed per month?

Based on your reply, would we be billed $6k/month (the guests essentially being free)?
