How to stop PC from blocking downloads

I can't download files on My Computer, because something keeps blocking them...Can I have a solution to my problem please.

    Hello,

    there should be additional information on why or what blocked the download when hovering or clicking that notification.

    That information will point on the motive for the block.

    It can be blocked due to Malicious file detected or Url may be blocked or due to Antivirus.
