I have Visual Studio Community 2022 version 17.6.4, and I want to install WTL 10.0.10320. When I run the WTL setup.js using wscript, it searches for an installation but then fails with "Setup could not find Visual Studio installed". Are these two pieces of software compatible?

Apparently it should work. Have you tried asking on the WTL support forums?
Follow the instructions in this thread WTL and Visual Studio 2022. Update the three indicated files, install the WTL Appwizard and run the command to update VS2022.
After doing the above for WTL 10_10320 VS2022 displayed the wizard and created WTL projects.
Thanks, RLWA32. There's a post-release patch to WTL 10 that modifies the setup.js script to add support for Visual Studio 2022.
