how to delete this payment method

While applying for free trial acount it was saved and free trial account was also not made but this payment method is saved. now i cant fand any way to delete this payment method. billling method in portal is also not avalable.

2023-07-02T14:34:04.93+00:00 The account is not on subscription, I was applying for subscription, but they rejected the subscription, which means no subscription and the card is also stuck.

First of all you will not be charged if there is no subscription and active resources
Second are you sure you have not used that card in the Past ?
There is a chance you have already used it
Anyway go here https://account.microsoft.com/billing/payments
Log in with the account and remove the card
