This has worked for years. This week during a publish event VS stopped. I now get a Parsing Error when reading the manifest for an update event. There appears to be a difference in the last working and the new Manifest that I can't explain. Can anyone help?

the manifest may not be valid or the file could not be opened, is there any other error generated? -

2023-07-05T20:33:01.79+00:00 Yes the file error is affecting all machines that are needing an upgrade. I have tried to undo recent changes. But so far this has been unsuccessful at finding the cause. To me the piece added shouldn't be there. Its a dependency to its shelf. The App Builds and Runs with no errors. I assume the parser is detecting the error and signaling a problem but not stating it. I have rebuild the solution but not the project. Its quite large.
