how do I fix a Microsoft Visual C++ 2022 X64 minimum Runtime that's missing/corrupt

After factory resetting my computer because of a malware virus. I've had drivers to update and to get the intel driver and support assistant. while trying to install it says:

the feature you are trying to use is on a network resource that is unavailable.

click OK to try again, or enter an alternate path to a folder containing the installation pack age 'vc_runtimeMinimum_x64.msi' in the box below.

I've tried locating it manually and found it but came into another error that says:

the path 'C:\ProgramData\Package

Cache{221D6DB4-46E2-333C-B09B-5F49351D0980}v14.13.26020\packages\vcRuntimeMinimum_amd64\vc_runtimeMinimum_x64.msi'

cannot be found. Verify that you have access to this location and try again, or try to find the installation package

'vc_runtimeMinimum_x64.msi' in a folder from which you can install the product Microsoft Visual C++ 2017 x64 Minimum Runtime - 14.13.26020

sense I couldn't locate it I click cancel because that's what I did with most other applications and had no problem running them like normal but not the intel driver and support assistant. it threw me this error code:

0x80070643

so researched a little bit and someone said that how to fix the  Microsoft Visual C++ Runtime Library error was to download and install the Microsoft Visual C++2015 Redistributable Package(x86) form the Microsoft download webpage. which I didn't know if this was the same problem but I thought I would try it anyway so I did. that didn't work so tried deleting the vc_runtimeMinimum_x64.msi that I found before and then reinstalling the Redistributable Package (x86). that didn't work I don't know what to do next so I'm here to ask. hopefully you can help

    The C++ Redistributables are not a part of or required by the operating system. Some application install is what required and or installed them. You can try reinstalling that application. It may also be the image you restored from is somehow corrupt. In that case you could clean install the operating system, then install the manufacturer chipset and drivers, patch fully, install the applications and move on.
