-Is this for Microsoft certified training program?
-How was this Azure subscription given to you?
-Did you try to re-enable it from the Partner center page?
-Did you check if you have any spending limit policy on it?
-Are you the administrator or the Owner of this tenant?
-Did you check for any network dependencies attached to your Vnet before deleting it?
