After changing my plan for free to pay as you go I am not able to deploy bing search v7

I have updated my free plan to pay as you go plan, after that whenever I try to deploy a bing web search api service, I am not able to do so because I get an error with status failed that shows message:
Bing resources are suspended for the subscription

Microsoft.Bingis registered. Try to regenerate the keys in the Azure portal under the resource and see if that helps.Regards,

I do not have any resource deployed now so I cannot regenerate the keys. So what should I do? -

I've tried to delete and recreate BingSearch V7, always get the same error.
This is really annoying ...
