It's possible that the Guest Agent may be outdated, running into errors, or is being force Disabled by other services. You'll want to make sure that Auto-Update is enabled in the config. You can also manually reinstall the Agent if needed. Starting point should be to review the Logs. The Windows Guest Agent Logs can also be located here by default:
