Once a domain controller is promo'd then the local accounts are converted to domain accounts. Local accounts no longer exist on your domain controller.

i have installed a windows server 2019 on a new server, promoted it to domain controller, i wanted to log in again as local user, so i changed in system configuration to safe mode and active directory repair. so basically i put the domain controller in DSRM mode. but the problem is i did not create a local account and now i can't login to my server since i thought that the administrator account that i created before promoting the server to a domain controller would be still working as a local account. but it is not. so my question is how to reboot the domain controller in normal mode knowing that i can't login in safe mode.?

F8 at startup and choose the last option Start Windows Normally
