Are the ubuntu repository access public?

We need to know if the repository for virtual machines linux ubuntu hosted in AZURE are public, I mean, we can access these repositories from any network or just from vpn stablished with AZURE for cloud services.

    The repo for Ubuntu on Azure is http://azure.archive.ubuntu.com/ubuntu/ This is accessible outside of my Azure Virtual Machine and on my local PC.
