Windows Menu open delay and search bar not functioning

Question

When I press the Windows button in the taskbar or the Windows key on my keyboard, the Windows Start menu pops up after a 1.5 second delay. Not only that, but the search bar is not working at all. If I press it, nothing with happen and if I spam it fast enough it will lag the computer for a second and disappear for a couple seconds before reappearing.

I tried using Search and indexing troubleshoot and DISM, both unable to detect any problems

Did you try a new user profile and check if the problem exists?

If yes, it should be because of third-party software especially security solutions.
