[Microsoft 365 basic] Adding phone security error "We're sorry. We ran into a problem"

I'm using Microsoft 365 basic then register some users. When I add phone to perform a security info. I got the image error. Please tell me why and the solutions?

    For this issue, it is not related to intune. I'm not a support engineer of Microsoft 365. To get more accurate help, it is suggested to post in Microsoft 365 answer forum or click on Microsoft 365 Home or business support.

    Hi, @Kenton Zulauf088 , Have you added other authentication method in user sign in information? You can add this information also in m3365 admin center.
